According to the police department, the officer searched one of the passengers and found an empty plastic bag, no drugs. The officer then discarded the empty bag back into the car which the video captured. No one was arrested and the driver was issued a speeding citation. Happy with this ending as this was very disturbing and looked suspicious. Here's the update:
