The Architecture Of Persecution

An advisory to the Hebrew Israelite community

 

Hebrew Israelites need to examine the present political, religious, military, and intelligence developments as one converging pattern. Government agencies and outside institutions will always present each development separately. One office speaks about extremism. Another speaks about antisemitism. Another speaks about homelessness, crime, military readiness, public order, or universal religious values. The Israelite community must study how these policies can operate together when directed against a people whose identity and testimony challenge powerful institutions.

 

This advisory presents a working threat assessment. The public record already establishes the policies, classifications, statements, command structures, and religious programs discussed below. Their convergence reveals the growing architecture through which Hebrew Israelites could face surveillance, censorship, economic exclusion, detention, religious persecution, and violent state enforcement.

 

A persecution campaign rarely begins with a law bearing the name of the people being targeted. Authorities first define a threat, create enforcement capacity, weaken legal protections, criminalize vulnerable populations, and establish language that can transform religious testimony into extremism or hatred. That process is already visible.

 

The Israelite awakening challenges an established identity system

 

The awakening among descendants of enslaved Black people involves far more than a change of denomination. The awakening declares that our people possess a biblical, national, and covenant identity that slavery and colonial institutions attempted to erase.

 

The Israelite awakening asks questions that established religious and political institutions prefer to control.


Who are the people of the covenant?

Who are the descendants scattered among the nations?

Who endured the curses described in Deuteronomy?

Who was transported in ships, sold to enemies, stripped of language and heritage, and made a proverb among the nations?

Who possesses the authority to define Israel?

 

These questions carry consequences. When millions of Black descendants of slavery begin identifying as Israelites, the awakening challenges the exclusive historical narrative associated with the modern State of Israel and its recognized religious authorities.

 

The conflict grows even sharper because many awakened Israelites confess that Yahusha, whom the world calls Jesus Christ, is Yahuah manifested in human flesh. This confession rejects the rabbinic rejection of Yahusha and places the Israelite community in direct theological opposition to authorities that claim jurisdiction over Israelite identity and acceptable worship. We can see this type of infiltration today with those within the Israelite community, who deny the deity of Yahusha, and those who out right reject the New Testament teachings.

 

The perceived threat therefore concerns identity, legitimacy, spiritual authority, and testimony.

 

Black Identity Extremism” revealed the government’s chosen language.

 

On August 3, 2017, during Donald Trump’s first administration, the FBI issued an intelligence assessment titled Black Identity Extremists Likely Motivated to Target Law Enforcement Officers. The assessment came from the FBI’s counterterrorism division.

 

The title deserves careful attention. The FBI could have described the supposed threat as anti-police violence, retaliatory violence, or attacks on law enforcement. Instead, the bureau placed Black identity at the center of a terrorism assessment.

 

The FBI defined its new category broadly. Its definition included people seeking a separate Black homeland, autonomous Black institutions, or physical or psychological separation based upon religious or political beliefs. The document then connected alleged police abuse, Black consciousness, Moorish sovereignty concepts, anti-authoritarian beliefs, and isolated acts of violence within one intelligence framework.

 

That framework had obvious implications for Hebrew Israelites. The awakening teaches a recovered national identity, separate covenant status, independent religious authority, distrust of institutions that participated in our oppression, and the building of Israelite congregations and communities.

 

Black Lives Matter focused primarily upon police violence and policy reform. The Israelite awakening directly concerns identity. The word selected by the FBI therefore fits the awakening more closely than it fits a conventional civil-rights campaign.

 

The FBI later abandoned the BIE name and used broader terminology such as racially or ethnically motivated violent extremism. During congressional questioning in June 2021, representative Karen Bass asked FBI director Christopher Wray whether Black activists and movements against police abuse were being placed into these categories. Wray answered by referring to people who had committed lethal attacks and justified them through their interpretation of the “so-called Black Hebrew Israelite faith.”

 

That answer placed the Israelite name directly into the FBI’s explanation of the framework that replaced BIE.

 

The FBI also acknowledged that federal law contains no domestic-terrorist designation process comparable to the process for foreign terrorist organizations. Instead, agents investigate individuals, associations, conspiracies, and alleged enterprises. This creates a flexible system in which teachings, affiliations, protests, online speech, congregations, and relationships can become intelligence material without the government formally declaring an entire religious movement illegal.

 

The danger lies in the category’s elasticity. Authorities can use isolated individuals to create suspicion around a broad and decentralized awakening while continuing to state that they investigate conduct rather than belief.

 

Judith Varnai-Shorer identified the young Black generation as Israel’s problem

 

Judith Varnai-Shorer, who served as Israel’s consul general in Atlanta, was recorded saying, “The major problem for Israel is with the young generation of the Black community.”

 

The footage appeared in the Al Jazeera documentary The Lobby USA. Its immediate context involved Black Lives Matter, Palestinian solidarity, declining Black support for Israel, and Israeli outreach to influential Black leaders. The documentary also showed organized attempts to influence public narratives and undermine activists who challenged Israeli policy.  

 

Her statement raises a necessary question.


Why would the young Black generation in the United States constitute a major problem for Israel?

 

Young Black Americans possessed no military capacity against Israel. They controlled neither the Pentagon nor American foreign policy. Their greatest power rested in consciousness, communication, cultural influence, and the ability to question a protected political narrative.

 

Black solidarity with Palestinians formed part of the concern. The Israelite awakening presents an even deeper challenge. Palestinian solidarity questions Israel’s policies. The Israelite awakening questions the historical identity upon which the modern state and its religious establishment claim authority.

 

Young Black Israelites are declaring that the descendants of enslaved Africans in the Americas are the scattered people of Scripture. That message can spread through families, congregations, prisons, social media, music, street teaching, books, and independent broadcasting. The message requires no approval from mainstream churches, universities, political parties, or recognized rabbinic authorities.

 

Shorer’s recorded statement never used the words “Hebrew Israelite.” Its significance comes from the population she identified, the young Black generation, and the identity movement developing within that same population.

 

When an Israeli diplomat describes young Black consciousness as a major problem, and the FBI soon creates a terrorism framework centered upon Black identity, the Israelite community has every reason to examine the relationship between those developments.

 

Trump’s second administration is weakening Black institutional protection

 

Donald Trump’s second administration has moved aggressively against legal and administrative structures that supported Black access to employment and civil-rights enforcement.

 

On January 21, 2025, Trump revoked Executive Order 11246. President Lyndon Johnson had issued that order in 1965, requiring federal contractors to take affirmative action and prohibiting discrimination in federal contracting employment. Trump’s order also directed agencies to pursue private-sector diversity programs described by the administration as illegal discrimination.

 

The administration also ordered the termination of federal diversity, equity, and inclusion programs. Black federal workers and contractors gained meaningful access through civil-service systems, equal-employment enforcement, affirmative recruitment, and federal contracting requirements. Removing those structures increases economic insecurity and reduces the government’s ability to identify patterns of exclusion.

 

Economic displacement matters because persecution often operates through stages. Authorities first remove employment, contracts, institutional access, or legal protection. Poverty then produces housing instability. Housing instability places people within police contact. Arrest and detention follow conduct created by economic desperation.

 

This pattern becomes more dangerous when the same administration expands federal policing and military presence inside Black population centers.

 

Troops and federal task forces are being normalized in Black cities

 

Trump’s administration has deployed or attempted to deploy National Guard forces and expanded federal law-enforcement operations in cities with large Black populations.

 

Memphis provides one of the clearest examples. In September 2025, Trump established the Memphis Safe Task Force, combining federal agencies, state officials, local agencies, the Tennessee Highway Patrol, and National Guard support. The presidential memorandum called for intensified policing, aggressive prosecution, complex investigations, financial enforcement, and the “large-scale saturation of besieged neighborhoods” with law-enforcement personnel. An attorney-general appointee directs the task force while coordinating with the White House homeland-security adviser.

 

Tennessee requested National Guard activation under Title 32, a status that keeps the Guard under state command while using federal funding and authority. The result is a combined structure involving federal direction, federal agencies, state troopers, local police, and military personnel.

 

By March 2026, the White House reported more than 7,400 arrests through the Memphis operation and presented the task force as a model of national crime enforcement. Recent deadly encounters involving task-force personnel have intensified demands for transparency and independent investigation.

 

Washington, D.C., also experienced a prolonged National Guard and federal law-enforcement presence. Los Angeles saw Guard units placed under federal authority over the objections of state leadership. Other cities have faced threatened or attempted deployments.

 

This creates a domestic command system capable of responding to demonstrations, religious gatherings, civil disturbances, alleged extremism, immigration enforcement, homelessness, and street-level offenses.

 

Once such a system becomes permanent, authorities can change its target without rebuilding the machinery.

 

Federal involvement weakens local control

 

Local police already face criminal prosecution infrequently after fatal uses of force. Federal involvement adds overlapping chains of command, agencies, prosecutors, legal defenses, and investigative authorities.

 

A local community may elect a district attorney, mayor, sheriff, or city council. That community has far less control over federal agents, federally deputized task-force members, National Guard commands, or officials answering directly to Washington.

 

Masked federal agents intensify this accountability gap. When armed personnel conceal their faces, use unmarked vehicles, omit visible identification, or operate across multiple agencies, witnesses struggle to identify who detained someone, who used force, and which organization bears responsibility.

 

Claims that masked ICE personnel include current Israeli operatives remain publicly unverified, but possible. The masks themselves preserve the possibility of hidden personnel arrangements because the government has limited public identification. The Israelite community should focus upon obtaining rosters, court records, contracts, deputization documents, body-camera footage, and sworn testimony rather than relying solely upon visual impressions or anonymous statements.

 

The documented issue already carries grave importance. Agents exercise government authority while withholding information required for public accountability.

 

U.S.-Israel military integration adds another layer

 

The military relationship between the United States and Israel has expanded into deep operational integration.

 

The Pentagon described Juniper Oak as the largest U.S.-Israeli military exercise conducted at that time. The exercise involved thousands of American and Israeli personnel, more than one hundred American aircraft, naval vessels, live munitions, command-and-control systems, and operations across land, air, sea, space, and cyberspace. Pentagon officials stated that the exercise strengthened interoperability, meaning the two militaries’ ability to operate together.

 

American and Israeli forces later applied that interoperability during direct combined operations defending Israel from Iranian attacks. The Pentagon credited years of joint exercises, air-defense coordination, and command integration.

 

Military alignment by itself establishes no public record of Israeli soldiers participating in operations against Hebrew Israelites in American cities. However, the alignment matters because military integration transfers intelligence practices, surveillance technology, command systems, operational doctrine, cyber capabilities, and experience in population control.

 

The Israelite community must observe whether technology, training, intelligence products, contractors, or tactics developed through foreign-security relationships begin appearing in domestic enforcement directed at Black communities.

 

The pattern becomes alarming when the foreign state involved has had an official describe the young Black generation as a major problem.

 

Homelessness policy creates a pathway into institutional control

 

In June 2024, the Supreme Court ruled in City of Grants Pass v. Johnson that enforcement of generally applicable public-camping laws does not violate the Eighth Amendment’s prohibition against cruel and unusual punishment. That decision gave municipalities greater freedom to punish public sleeping and camping.

 

On July 24, 2025, Trump issued an executive order promoting encampment removal, enforcement of camping and loitering restrictions, and the movement of homeless people into long-term institutional settings through civil commitment.

 

Black people represented around 32 percent of Americans experiencing homelessness in 2024 while representing roughly 12 percent of the population. Enforcement policies aimed at homelessness therefore expose Black people to disproportionate police contact, citation, arrest, displacement, and institutionalization.

 

The pathway is straightforward. Loss of employment can produce eviction. Eviction can produce homelessness. Homelessness can produce citations or arrest for sleeping, camping, loitering, or storing property. Missed hearings and unpaid fines can produce warrants. Warrants can produce incarceration, probation, institutional confinement, and compulsory labor. This brings back the remembrance of the vagrancy laws used against our people after slavery.

 

The Thirteenth Amendment abolished slavery and involuntary servitude while preserving an exception for punishment following criminal conviction. That exception helped support post-emancipation systems of convict leasing and forced prison labor that disproportionately captured Black people.

 

The historical resemblance to the old slave-control system lies in function. Authorities create economic vulnerability, criminalize the condition resulting from that vulnerability, place the affected population under state control, and gain access to labor through incarceration.

 

The nineteenth-century Knights of the Golden Circle pursued the preservation and expansion of a slave holding empire. The functional objective of maintaining Black labor and Black bodies under coercive control remains a valid historical comparison when examining criminalization, detention, and compelled prison labor.

 

Antisemitism enforcement can be turned against Israelite identity claims

 

On January 29, 2025, Trump ordered every executive department and agency to identify civil and criminal authorities that could be used to combat antisemitism. The administration described the order as mobilizing all federal resources and moving to an offensive enforcement posture.

 

Protection against genuine hatred, threats, and violence serves a legitimate purpose. The danger emerges when institutions expand the meaning of antisemitism to include historical, biblical, or political claims that challenge modern Israeli or rabbinic identity narratives.

 

Hebrew Israelites commonly teach that descendants of the Atlantic slave trade are the biblical Israelites. Many also teach that people commonly recognized as Israelites today possess a different historical origin. Authorities or advocacy organizations could characterize such teachings as denying another group’s identity, spreading hatred, or creating hostility.

 

Under that structure, the Israelite’s identity claim becomes “antisemitism,” even though the Israelite is claiming to be a descendant of Shem and Israel.

 

The enforcement pathway may operate through employment discipline, school investigations, funding restrictions, banking pressure, platform removal, immigration consequences, civil-rights complaints, hate-crime investigations, extremism assessments, or criminal prosecution attached to protests and alleged threats.

 

Authorities would never need to pass a statute outlawing Hebrew Israelite doctrine by name. They could process the doctrine through existing antisemitism, extremism, harassment, and public-order frameworks.

 

The Noahide program creates a competing religious jurisdiction

 

The November Noahide development adds the religious framework that completes the pattern.

 

On November 19, 2025, the Noahide World Center published a call promoting a Noahide Manifesto as a detailed implementation plan for uniting humanity under the Seven Noahide Laws. The organization described the plan as establishing the foundation of a “global spiritual government” and a worldwide revival led from Jerusalem. Its materials discussed local congregations, declarations, organizational rules, and a proposed World Senate.

 

Brit Olam has scheduled a First International Congress of Noahides in Jerusalem for November 2 through November 6, 2026. Its official materials describe a founding charter, structured membership, authority, regional councils, an international Beit Din, and a ceremony at Beit HaNasi, the Israeli president’s official residence. The site calls the charter the constitutional document of the World Noahide Movement.

 

The United States already possesses a symbolic governmental connection to Noahide teaching. Public Law 102-14, enacted in 1991, designated Education Day, U.S.A., praised the Lubavitch movement, and referred to the Seven Noahide Laws as ethical principles forming the foundation of civilized society. The resolution created no American Noahide criminal code. It did establish official recognition that Noahide advocates can cite when promoting broader influence.

 

The Noahide system divides humanity into Israel and the nations. Recognized Israel receives one covenantal status, while everyone classified as a non-Israelite receives a separate rabbinically interpreted code.

 

The Israelite awakening rejects that classification. We approach the Scriptures as the dispersed descendants of Israel, not as Gentiles seeking religious status from rabbinic authorities.

 

That produces a direct jurisdictional conflict. Whoever controls the definition of Israel also controls who receives the covenant and who remains subject to the religious rules assigned to the nations.

 

The testimony of Yahusha creates the final conflict

 

Hebrew Israelites who confess Yahusha as Yahuah manifested in flesh face another collision with Noahide and rabbinic authority.

 

Many rabbinic interpretations classify the worship of Yahusha by non-Jews as idolatry or a violation of divine unity. Under such a system, authorities first classify Black Israelites as Gentiles, then classify their worship of Yahusha as prohibited worship.

 

The same Israelite could therefore face two accusations. His claim to Israelite identity can be labeled antisemitic. His testimony that Yahusha is Yahuah manifested in flesh can be labeled idolatrous or blasphemous.

 

Scripture warned that the testimony of Yahusha would bring persecution

 

John 15:18-20, KJV 

If the world hate you, ye know that it hated me before it hated you. 

If ye were of the world, the world would love his own, but because ye are not of the world, but I have chosen you out of the world, therefore the world hateth you. 

Remember the word that I said unto you, The servant is not greater than his lord. If they have persecuted me, they will also persecute you; if they have kept my saying, they will keep yours also.”

 

Yahusha taught that His servants would experience the treatment He experienced.

 

John 16:2-3, KJV 

They shall put you out of the synagogues. Yea, the time cometh, that whosoever killeth you will think that he doeth God service. 

And these things will they do unto you, because they have not known the Father, nor me.

 

This prophecy specifically describes persecution carried out under claimed religious authority. The persecutors believe their actions serve God because they reject both the Father and the Son.

 

Matthew 24:9, KJV 

Then shall they deliver you up to be afflicted, and shall kill you, and ye shall be hated of all nations for my name’s sake.”

 

The persecution reaches the nations and centers upon His name.

 

Revelation 12:17, KJV 

And the dragon was wroth with the woman, and went to make war with the remnant of her seed, which keep the commandments of God, and have the testimony of Jesus Christ.”

 

The target possesses two defining characteristics. Obedience to the commandments and the testimony of Yahusha.

 

Revelation 6:9-11, KJV 

And when he had opened the fifth seal, I saw under the altar the souls of them that were slain for the word of God, and for the testimony which they held. 

And they cried with a loud voice, saying, How long, O Lord, holy and true, dost thou not judge and avenge our blood on them that dwell on the earth? 

And white robes were given unto every one of them, and it was said unto them, that they should rest yet for a little season, until their fellowservants also and their brethren, that should be killed as they were, should be fulfilled.

 

These servants die because they hold the Word of God and refuse to surrender their testimony.

 

Revelation 20:4, KJV 

And I saw thrones, and they sat upon them, and judgment was given unto them, and I saw the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received his mark upon their foreheads, or in their hands, and they lived and reigned with Christ a thousand years.”

 

The world system demands religious and political submission. The saints preserve their witness to Yahusha and refuse worship of the beast’s authority.

 

What the combined pattern reveals

 

The pieces now form a coherent sequence.

 

The Israelite awakening recovers the identity of a people whose history was erased. 

An Israeli official identifies the young Black generation as a major problem. 

The FBI creates a counterterrorism category centered upon Black identity. 

The FBI later cites supposed interpretations of Black Hebrew Israelite belief when defending its successor extremism framework. 

The Trump administration weakens civil-rights and equal-employment structures. 

Federal agents, state troopers, local police, and National Guard personnel become integrated inside task forces operating in heavily Black cities. 

Federal authority and masked enforcement weaken local visibility and accountability. 

Homelessness policy expands police contact, civil commitment, and institutional confinement among a population in which Black Americans are heavily overrepresented. 

U.S.-Israel military integration expands shared command capabilities, technology, intelligence practices, cyber operations, and operational methods. 

Federal antisemitism enforcement creates mechanisms through which Israelite identity teachings could be characterized as hatred. 

The Noahide movement develops a global religious structure led from Jerusalem, dividing recognized Israel from the nations and defining acceptable worship for those classified as Gentiles. 

Israelite testimony that Yahusha is Yahuah manifested in flesh conflicts directly with that structure.

 

Each component possesses an official explanation. Their convergence creates a framework capable of persecuting Hebrew Israelites through several fronts at once. Intelligence, employment, policing, detention, religious accusation, media censorship, financial pressure, and military-backed enforcement.

 

Advisory to the Israelite community

 

The Israelite community must respond with wisdom, discipline, documentation, and faithfulness.

 

Congregations should preserve copies of government documents, executive orders, court rulings, public statements, task-force directives, training agreements, and antisemitism policies. Evidence must remain organized by date, agency, official, and jurisdiction.

 

Israelites should document harassment, unusual surveillance, employment discrimination, platform censorship, police encounters, and threats. Written timelines, video, witness names, badge information, court records, and preserved digital files carry greater weight than rumors.

 

Ministries should establish relationships with competent civil-rights attorneys before a crisis develops. Congregations should understand the difference between local, state, federal, Title 32, and Title 10 authority.

 

Teachers must present the Israelite case with historical and scriptural precision. Reckless statements give hostile institutions material they can remove from context. Strong doctrine requires no threat, slur, or call for unlawful violence.

 

The community must reject provocateurs. Anyone attempting to turn an Israelite congregation toward violence, weapons, threats, or unlawful action may be seeking to destroy the ministry and validate an existing extremism narrative.

 

Parents and elders must teach young Israelites situational awareness, digital caution, lawful conduct, and the spiritual meaning of persecution. Fear produces confusion. Preparation produces endurance.

 

Congregations should create support systems for housing, employment, food, legal defense, emergency communication, and care for families affected by detention or job loss. Economic independence reduces the power of institutions that use employment and housing as methods of coercion.

 

Most importantly, Israelites must preserve the testimony of Yahusha.

Here is the patience of the saints. Here are they that keep the commandments of God, and the faith of Jesus.

 

The warning is serious. The response remains spiritual discipline, truth, lawful preparation, unity, and unwavering testimony.

 

The architecture of persecution appears to be taking shape. The Israelite community should watch, document, organize, and prepare while refusing every effort to provoke us into becoming the violent enemy that the BIE framework attempted to manufacture.

 

Our testimony is the issue. Our identity is the issue. Our obedience is the issue.

 

The saints overcome through truth, endurance, and faithfulness.

 

Conclusion

 

The evidence presented in this article forms a pattern that the Hebrew Israelite community cannot afford to ignore. The emergence of the FBI's "Black Identity Extremist" classification, statements identifying the young Black generation as a major concern, the rollback of civil-rights protections, the expansion of federal policing and military operations in Black communities, growing detention capacity, increased antisemitism enforcement, and the international promotion of the Noahide movement all point toward a future in which the Israelite awakening may face increasing persecution.

 

Based upon the pace of these developments, my assessment is that the latter part of 2026, and especially 2027, could mark a significant escalation. This is my analysis, not a claim that Yahuah has revealed an exact prophetic date. Events may unfold sooner, later, or in an entirely different manner. The purpose of this advisory is preparation, not fear.

 

The Scriptures repeatedly command Yahuah's people to flee Babylon before her judgment falls.

 

Revelation 18:4 (KJV)

 "And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues."

 

This command to flee should not be confused with the Second Exodus. The Second Exodus is Yahuah's worldwide regathering of all Israel from the four corners of the earth. Fleeing Babylon is an earlier act of obedience for those Israelites living within a nation appointed for judgment. Leaving Babylon does not complete the prophecy. It simply removes Yahuah's people from the place where His judgment is about to fall.

 

For that reason, every Israelite family should pray, watch, prepare, and seek Yahuah's direction while the opportunity still exists. Strengthen your faith, prepare your household, support one another, and remain vigilant. If this assessment proves correct, those who prepare now will be in a far better position than those who wait until persecution and judgment are already upon them.

 

Above all, never compromise your testimony of Yahusha. Scripture warned long ago that the dragon would make war with those who keep the commandments of Yahuah and hold the testimony of Yahusha. Our responsibility is not to live in fear, but to remain faithful, watchful, and obedient until Yahuah reveals the next step.
